Well if you want to get technical it would have been Olin back in the '70s. They made ballet skis with turned up tails, the Mark IV. New twin tips were introduced by Salomon in conjunction with the New Canadian Air force which consisted of Mike Douglas, Shane Szocs, Marc McDonell, Vincent Dorion, J.P. Auclair and J.F. Cusson. The 1080s came out in the late '90s.
Jason Levinthal brainstormed the idea of ski blades while skiing at Holiday Valley, he was tired of switching between his skis and board. So while attending the University of Buffalo for engineering, he started Line skiboards. Not really twin tip skis but very similar. The 1080s were out before ski blades caught on in the US.
